The City of Concord is pleased to announce that AnneMarie Skinner has been named City Planner, effective July 31, 2024.
Prior to her promotion, Ms. Skinner served as Acting City Planner/Assistant City Planner since October 2023. Before coming to Concord, she worked in planning and development in various roles including Director of Planning and Community Development in Lincoln City, Oregon, Senior Planner at PBS Engineering in Portland, Oregon, and Director of Planning, Structural and Design at Emerio Design in Beaverton, Oregon.
As City Planner, Ms. Skinner oversees the Planning Division within the Community Development Department and Planning staff. The key functions of the Planning Division are to provide staff support for the Planning Board, review development proposals, and guide the development and implementation of the Master Plan. The Planning Division also provides staff support to the Conservation Commission, Heritage Commission and Architectural Design Review Committee.
“I am thrilled to be Concord’s new City Planner! I consider this as the capstone of my career and am excited to utilize my planning knowledge and years of experience in helping Concord grow and develop in the best way possible. I very much look forward to working with the community as we embark on updating the Master Plan and doing everything I can to make Concord’s vision and goals be achieved,” she said.

She is a universally respected, seasoned professional who has done an outstanding job serving the community as acting City Planner over the past seven months,” said Matt Walsh, Deputy City Manager, Community Development. “With nearly three decades of planning experience in the public and private sectors, AnneMarie is well qualified to lead the Planning Division going forward, especially as the City navigates a particularly brisk period of private development activity, and the community looks ahead to embarking on a new Master Plan update which is tentatively scheduled to begin in 2025.”
